because lots of people have their facebook account synced with their twitter or instagram account, so whatever they post on those websites also gets posted to facebook automatically

its supposed to denote a number value but people used to use it to say thats what im speaking, you see it in comic books, but nowadays its probably because they know neither of those things and its just a spare symbol and they want to use it.

Probably because they're so used to using them in Twitter that it becomes a habit. I do agree that it is annoying though!
