If you are 18+ you need no permission. Just open the internet browser and open http://www.facebook.com.
Register yourself and start using it.

Simply tell your dad that you wants to do Facebook to get in touch with your schoolmates, colleagues and friends for study and other purpose. Along with that make him sure that you won't violate the Facebook by posting indecent images and vulgar status. Also try to tell him importance of Facebook and Social networking sites, if he's not aware of. I am sure after clarifying above given he will definitely allows you to get into Facebook.
