It's also known as subscribing so them. You have to allow it on your timeline. It means you can see their posts on your newsfeed without being friends with the person. http://pad1.whstatic.com/images/0/0b/Subscribe-to-Someone-on-Facebook-Step-2.png
It's to help stop people from adding friends that they don't know.

And it also gives the ability for the pperson to choose what's shared with their followers.

I hate how Facebook has that follow option now where people follow you. I miss when you used to just have friends N not followers
