If you block a person on Facebook then neither you nor they will be able to see anything about the other. They can't see you and you can't see them.

No. Blocking a person on facebook would prevent them to go on your profile, which means they are banned to go on YOUR profile. You cannot deactivate their account but you can get them suspended if you and other people report them though.

you cannot deactivate their account you can only block them, that means that cannot search you on Facebook, neither can contact you. all of his comments will disappear after blocking.
you can deactivate your account, deactivating does not disappear comments, and your friends might also contact you after being deactivated.
