often if you follow poular accounts they will do shout outs for people who canget you more followers.
-post pictures often
-post funnny relatable pictures
-ask for shout outs
thats about it. get your friends to give you shout outs. Give shout outs to your friends they will probably give you one back. shout for shout out ( s4s/so4so) works
