it happen if you send unneccery friend request to unkonwn persons,
or if people reply with you request that they dont know you personally.
it will be unlocked automatically after one week, sometime it takes two weeks

you cant unlock it yourself, you just have to wait
you broke the rules, and this is how facebook punishes you for ignoring the rules
