when they're offline. is it the last time they logged in or the last time they were online on chat?

it is how long they have been offline. they can have had their chat turned off for this long as well. But as far as you will be able to tell, unless they look at your message they have been off line for that long.

it just means the last time they were active on facebook was one hour ago - it doesnt mean they were chatting tho

I would think it means: they have been online on Facebook 1 hour before.
