I have seen some cover photos on Facebook pages where it shows they liked and on a little drop down bar its circled in red, Circling 'Get notifications'... I tried finding one since I just started a page but can not find one anywhere. Any links to sites would be great where I can get one.

If I understand you correctly you would like to have a cover picture that has an arrow and text pointing to your Like-button and prompting people to click on "Get notifications".
You can make it yourself, it's just a picture. Find a cover image you would like to have for your page, open it in a graphics program and modify the picture there.
