I was just wondering if there was a way you can have a profile picture, but you can't click on it. It's just there but no one can like it, share whatever, or click to expand. Thanks.

Yeah there is!
All you have to do is to go to privacy settings > customize settings. There when you'll scroll down, you'll see an option asking who can see the photos and videos you are tagged in. Edit this to 'only me' or whatever option suitable to you and done. Thats it.But it also means that your friends cant see your other photos too.

use the audience selector for your default picture, and set it to "only me"
people will still be able to see the thumbnail on your timeline, but they wont be able to click on it and see the larger version, or the likes, or the comments

Open the profile picture, click on the audience selector tool and select only me, then only you can click and expand it.
