if you dont know how to program, then you arent going to have any luck creating a website
if you are ready to spend money, then dont look for a website that will do all the work for you, spend money on hiring a computer programmer

If you have enough budget then first hire your developer, design the site then upload it online with the help of any hosting sites like godaddy.com.
If you want any sites with inbuilt layout features then you can try with weebly.com, word press.com and then buy the domain.
