"Hi Igor, I entered a German writing competition and luckily I won and got a scholarhsip of a 2-week course in Germany. I didn't expect I would win. Feeling lucky and excited! "

No, it doesn't sound arrogant at all. It actually sounds quite modest, in a way.

Not really that arrogant but you can make it sound more humble like "Thank you for all the people who supported me! blah blah and if not for you, I would have not won this blah blah.." like that.
