Well, I want to turn off chat for some facebook friends that annoy me. Will they know if I do?
Also, if I've already turned off chat for them and they still send me a private message and I see it, will it show them as 'seen' feature? Or will they see it as unseen?

they will know if they see your activity in the ticker, if you like or comment on something, but that's the only way
and if they send you a private message and you read it, they will still be shown the time that it was read

No, they would not know about it unless you comment or do something which is related to them. I mean they would know that you are online as offline people can't comment etc.
No there is no seen feature.
