Can you customize pictures on your facebook to let a specific person only view it if they are NOT your friend on facebook? Because I was looking at my ex's facebook from someone elses profile and the timeline photos will not show up. But when I look at his fb from my account i see the timeline photos come up and whenever I hover over the setting he chose (only friends, only me, friends of friends) it says my name. My name specificly comes up? Oh ad by the way we have no mutual friends so I know that it is not the "friends of friends" feauture.

no, if you want only one person to see it, they have to be on your friends list

The thing with Facebook is that you can share information, pictures, news feeds, with your friends, friends of friends and the public. Custom sharing a picture with someone who is not on your friend's list exclusively is not possible. However, you can try if sharing it to a friend and that friend shares it to friend of friends then it might be possible that someone who is not on your friend's list can see the picture.
