Everyone will be able to see your profile picture because that is the main photo that identifies you on Facebook. However, if you set it to "only Me", other people can't see your photo in Fullscreen, only the thumbnail will be seen.
When you removed it from your timeline, it's just the notification that you are removing. That means other people won't see on their news feed that yoi changed your profile photo, but your friends will still see your new photo when they click on your profile. But like I said, just the thumbnail.
