How do some people block their profile picture on facebook in a way that people cannot click on it and view it?

in the profile pictures album, each picture has its own privacy setting
so they just select "me only" using the audience selector for their default picture as explained here

Hi Mikey
Here is how to block your profile picture on Facebook:
1.Go to your Facebook timeline page.
2.Click on the profile picture box, which is just at the left hand side of your timeline cover.
Now you can either choose ‘friends’ or ‘only me’, you also have the option to custom the photo's privacy for only certain people to see it, or to prevent others from viewing it. If you want to make your profile photo private from strangers select Friends only.
This will now keep your profile pictures safe from strangers.
