it means facebook wont let them send friend requests anymore, because they broke the rules by adding people they dont know... they are friend whores, who think they will get popular by getting tons of friends... so they ask others to add them instead, because they cant add anyone as a friend anymore
stay away from those people - they are nothing but spam and trouble
