I think poking is either flirty, friendly, or a "hey there!" It really depends on the person you're poking/ the person poking you. If its a friend it's like saying hi, or even someone you havent seen in a while. If its a boyfriend/girlfriend or a crush, it's flirty. This really all depends and sometimes it's more jokingly because people start poke wars with their friends.
