I deactivated my Twitter account for about 3 days and when I reactivated the account I had no followers and I was also not following anyone else. It has been reactivated for 24 hours and the followers are still not appearing. Will I get all of my followers back or will I have to start the account all over again?

Yes, it resets when you deactivate. You will not get your followers back automatically nor will the accounts you were following return automatically.
