What does it mean when it is JUST the cell phone?
Also, what does it mean when there is a time next to the cell phone, such as minutes or hours beside it?

It means they have went off line and are probably on mobile. But just because the cell phone icon is there doesn't mean they're on Facebook on their phone. They could just be offline and the Facebook app on their phone call be still powered up.

If your messaging the person it shows when you sent them a message and to let you know they have and android or iphone

That the person is active or was active on a device other than a computer that can access facebook. It doesn't mean they're online necessarily but they will most likely instantly get your message.
