Did you buy them? If so, they are probably fake followers (bots). To get real fans I recommend doing competitions etc.

why does it matter how many followers you have? it's not like you are going to get rich or famous from it
and anyone with more than 500 must realize the ones they have are just fake anyways

For regular person getting 35k real quality followers is impossible. Only celebrities and other famous people can do it.
Regular people to get such numbers usually buy followers or use mass follow techniques. All that brings mostly min active users as they really don't care what you tweet.
To get active users you can only be tweeting interesting things and people will follow you because of you. The people will read your tweets.
