Something like this can be done in Photoshop but Photoshop is expensive so maybe something like Gimp may also be able to do it.

If you select the photo that you will use to make your cover photo, then you may use photoshop. You can able to write or some different thing that you want, in your cover photo. You may use various apps. Just search in the facebook search it shows you different type of cover photo. You may get your desirable cover photo from there. Or you may see different website that is for facebook cover photo. I provide you one of them. I wish it will be helpful for you.

Some Times I use photoshop and sometimes I just directly upload my any photo and rest of time I chose cover from this site http://www.atozfbcovers.com
They really have nice covers and regularly updating.
