are you trying to sign in from you're iphone/android or computer?
i don't understand if you want to start an instagram account, then it should be straight forward once you purchase or download the app from the app store.
No you can't sign in with your facebook/twitter/hotmail etc you need to sign in with you're apple ID if you're on Iphone or your android ID.
