You Can Not Change your page URL Once you Have Set a URL It Can Not Be Changed Again
You Can However Change the Page Name From Page Settings Depending on How Many Likes you Have Tho After a Specific Number of Likes it wont Let you Change it Again

You cant because Facebook wont allow you.

You cannot change it a second time, once you have it set that's the way it is.

Hi,
You can change your facebook page url second time only if you have less than 200 fan base and apart from the URL you wanna set for your page must have available.
