i have a fan page on Facebook and it says 20 people liked my page but only 12 people are actually visible only once I seen all 20 people because of some kind of glitch. what happened here?

May be 8 people have temporarily disabled their profiles after liking your page.
It is just a possibility.

Its Possible The Other People May Not Be Showing Up Because They May Have Deactivated There Account
