I want to create an instagram account but I can't get the app on my phone because I can't get google play store. So is there a way to make an account w/o the app? Also, why does it want you to get the app in order to create an account?

Instagram.com but you can't use it fully if you don't have the app. Webstagram.com is a web version of instagram.

You can't get an account without the app. Ou can log on to your account online once you have it in instagram.com but you can only upload pics in the app.

As of right now, it is impossible to do so without downloading the app.
