You can. It takes few days before you can create a new one with the same e mail address.

It Mite Be Possible First you have to Delete your Account Permanently
Go Here
https://www.facebook.com/help/delete_account
Once you Click on Delete my Account
Do Not Login For 14 Days
After That your Account Should Be Deleted and Than you May be Able to Register for a New Account Under that Email Address
