ya you can tweet them but they get a whole bunch of other tweets and the chance for them to actually see YOUR tweet is like 1 in 1million, same goes with friend requests or getting them to follow you :/

Yes of course you can tweet them. And quite a lot actually tweet back depending on what you tweet. Some will follow you but only if your content is good and related to them.
