I have and instagram account with 3000 followers following 4 and each picture gets about 500 likes over a few hours(2-3). No hash tags too
I also have a second account with 2700 followers and following 8 that averages 300 likes in 2-3 hours. No hash tags as well.
Not a single picture has made it to the popular page. None of the accounts are those accounts where they follow hundreds of people only to unfollow all of them.

In order for one of your photos to get to the pop page, you need to have at least 1000 likes on your photo in 20 minutes or less.
You need more followers. You can get more by liking random photos by people who don't have many followers. You need to put hashtags on your photos as well. They help get a lot of likes from random people.
