It means that they are in mobile, they are connected through their phone.

It means that the person with the phone icon was messaging you from a Facebook app on their phone. The 20 mins means they were last online 20 mins ago

The phone icon means that they are not online, but they have Facebook signed in on their cell phone. 20 min means that they were online 20 minutes ago before they went online or left their computer.
