the only time i have seen people with this problem is when they created more than one account (which is against the rules) or if they are using a proxy site

Report to facebook with your problem. Just go to https://www.facebook.com/help/contact/283958118330524 and fill up this with full description of problem....
After submit report you will get a email or sms in 24 hours from facebook and your problem will be solved...
