I have both of those but I recently got them nd I'm bearly learning how to use them both but I need ppl to follow and also followers so any advice/help would be great (:

Don't know much about tumblr but I know a few things about twitter. You either follow a lot of people and hope they will follow you back or you simply buy them in packages from freelancers.
You can also develop some online reputation and write interesting stuff and people will follow you in a natural way, but if you really want them, buy them.

Okay I don't have twitter but for tumblr:
Try to find lists of people who follow back, and follow them i.e. sometimes people make posts on tumblr saying 'reblog this if you follow back' and a whole lot of people who follow back will have reblogged it, so you can look through their blogs and follow ones you like.
Also, promoting yourself on TumblrPlug can help you gain followers, when I promote myself on there I usually gain at least a couple of new followers each time; go here: http://tumblrplug.com/
And, ask people if they want to do a promo for promo (you promote them and in exchange they promote you back).
Also asking people who don't follow you to check out your blog, usually I can't be bothered doing this though.
