Whenever you are not able to open any specific site, try these sites
http://www.downforeveryoneorjustme.com
http://www.isitdownrightnow.com
They have servers at multiple locations and will be able to tell you whether the site is actually down or not.

Yeah. Some time Facebook is till slow it mainly because of more People are using it.
Not only Facebook but major website which has more tariff will be slow. Like the Irctc is slow because more people will login into at the same time because their have to book the ticket first if their make delay means ticket. they are many website like this. It will slow some times
