IT IS PROBABLY DISABLED BECAUSE THE PERSON WHO LOST IT DOES INTEND TO GET IT BACK

you should try to find out who it belongs to otherwise the owner could track you down

If I found *an iPhone (which is what you asked) I would try to find the owner because being a thief is not my way of living. Maybe you could find the owner and ask him/her how to *enable their phone. Then I'd pick up a dictionary and/or a third grade grammer textbook.

Okay, it's disabled because it is a security feature on iPhones to prevent people from stealing the iPhone. There IS the possibility that it was done because someone ELSE found it and entered an incorrect password into it too many times so it locked to prevent theft. Now I'll send you this article but only under the premise that you will use this so you can get into the contacts to try to return this device to its rightful owner (these things are EXPENSIVE would you want me to find $600 YOU lost and NOT try to return it to you? OF COURSE not you would want me to try to get you your $600 back....I ask you consider how YOU would feel if you lost a $600 phone before you decide to keep it or w/e) As I was saying this can help you unlock the device to (hopefully) try to return it to its rightful owner who paid the big money for the nice phone you found!
