So I see people on instagram edit their pictures so there's like a sort of white/black/etc colored background and then in the center is the picture, or they pick a shape and their photo will be in the shape of a heart or something, with a colored backdrop (people usually use white, black, or a pink pastel color)
Is this an iPhone app or something!

You can do it using fotor. It is quite handy application. And it's available on all the platforms like windows, andriod etc. You can also edit photos online at their website. Check out http://www.fotor.com/
