so I don't have an ipod or android but I would like to create a instragram account online. problem is I can't find where you can create your account online. can you upload photos from your computer to instragram if you use instagram online?

You can't , you can view your instagram feed on google chrome but you can't upload without an iPhone/iPod Touch/Android

No, you can't do that. Instagram is just an app for taking, applying filters and uploading photos from smartphones with the app, then they are uploaded to Facebook and other social networks. They don't have any website for computers other than to view the photos.
