I've seen an account that had one picture and 12k followers! Anyways.. I have an Instagram account nailpolished_ that shows my nail art.. I just started it but I only have four followers, I use hashtags so what else can I do? And how can I get big account to give me a shoutout?

Use popular hashtags, (instadaily, instagood, ignation, popular, instapretty) and relevant hashtags (nailart, nailpolish, beauty, makeup) to increase traffic to your site.
Follow other instagram users, the more people you follow, the more people who become aware of your accounts existence amongst others.
'like' other peoples photos in relevant hashtag to your instagram theme (for example, like the nail art of other instagram users= common interests= more likely to follow)
Comments are far rarer than likes, so if you comment on photos its also more likely to gain you followers.
People with 12k followers and one image have purchased them , often robots, who are not a true reflection of instagram popularity.
