Does the green dot on Facebook chat mean the person is already chatting or does it mean they are just online?

It just means that they are currently logged into Facebook. When the dot isn't there, it means they've logged off

It means they are online. You can't detect if someone is chatting or not, unless it's with you. If the person is chatting with you, a message appears "Someone is typeing…" & the icon on the top also changes.
