I think you have to re-add the person

Go to >Blocked people >Unblock your friend and then add him or her

Go to your Block List Than Click on Unblock That will Remove them From the Block List than Go Back to there Profile and Click on Add as a Friend Button

Go to Privacy settings
Click on Blocking..... then just unblock your Buddy
Send a friend request to him or Her .
You will be his/her friend if friend request got accepted
