Click on the new tweet button
From there, you should see your keyboard, and be able to type
At the top of the keyboard, there should be a little icon of a camera. Click on that
It will then ask you if you would like to upload a pic from your album or camera.
If you want to take a picture, click in camera and take the picture
If you want to upload a pic from your album, click album and find the pic.
