Would someone know if you've been looking at their pictures if all of a sudden they changed it to a private account?

I wouldn't think so. I mean unless they have an app for that now. But most likely no they do not know you we're creeping on their ig. I mean if they did a lot of people would think I'm a creeper. But, sometimes it's good to keep your ig private then you won't have all those fake accounts ghost following you.

No, Instagram doesn't allow that. It was more than likely a coincidence.
