You can't, friend or not friend, same as you can't tell who is looking at you while you're standing at the sidewalk of a street. And if any apk offers that, don't fall for it, it's full of sh.t while you give it permission to do things on your behalf, you can imagine what it can do to you then.

You can't tell if people are looking at your profile regardless of whether you're "friends" with them or not. Unless they write on your Timeline of course.
