You can find them on facebook send them a message and see there photos and stuff but cant send them a friend request what does that mean? I know im not blocked otherwise I wouldn't have been able to find them.

Maybe there privacy setting are set to a certain way

It does not mean you are blocked. If they blocked you, you would not be able to find them on facebook at all.
There is a setting that people can turn on that does not allow anyone to request them. Its a stupid setting. But I would just send them a message saying you want to be their friend, but they have that setting on.

they have their settings set so that you would have to have at least one friend in common with them to send them a friend request
