Once you put a picture on FB it becomes their property, so all you can do is reset your privacy settings, ask FB if it can be removed, otherwise live with it? You just have to be careful of what you put up there?

the only thing you can do is report it to facebook and let them handle it

Report the photo and the facebook user. There's a Report button there in the picture and in the timeline of the facebook user.

You have to report it
Click on the gear icon on their Timeline and choose Report/Block
Then Submit a Report then Report xx account then This person is pretending to be me
