I haven't used facebook in a while. I remembered that you can change the privacy settings to only allow friends, friends of friends, or everyone to search you. Now I cant seem to find it anywhere. Did facebook changed it's settings?

No, Facebook has not changed it's settings. It should be under Privacy.

Open https://www.facebook.com/settings?tab=privacy
and see last settings under 'Who can look me up?'

No, FB don't change whatever privacy setting you've set.

But if your main question, as the title suggested, YES, everybody in FB can search you in FB, either by your name or by your username.
It has nothing to do with your privacy setting in that case; what is the privacy setting, the last question/setting is about something else.
