your account will be banned and if you do anything stupid on it e.g bomb threat or cyber bullying could lead to police involvement your ip address or net provider is recorded when you make a account

It's not illegal to create fake facebook accounts, I have lots. But if you use the name and picture of a specific person then posting bad stuff. I think they can sue you.

i have like 4 fake accounts if nobody reports you then you will be fine
don't do something stupid (threats)coz you will get caught

If you make a fake account of a celebrity or a famous person, then YES, you may get in LEGAL trouble.
