Someone has me blocked on facebook, if I tag a mutual friend in a post or picture, can they see my picture on the mutual friends wall?

no, but if your friend posts a picture with you in it and tags you, the blocked person can see that you were tagged, they just wont be able to click on your name to open your profile

They can only see the name without seeing your profile.
