Ok so on Instagram I see people uploading high quality videos on Instagram. How do I do it? Do I need an app or something? Please answer! Thank you!

Well, for uploading a video in HD, you need to record/download it on HD, simple. Not because it is from Youtube it's going to be in HD. But if you found a video that's is actually HD and want to download it, I totally recommend you ATubeCatcher (link and tutorial on the source). Its free, just install it, paste the link in the download tab, and select an extension in HD for your file to be downloaded, enjoy
