In this case it is a friends' photo. Me and the guy who blocked me were both tagged in the photo. Can he see if I have liked the photo? Will it show? And will I be able to see if he has liked the photo? Will it show to me?

Nope. You're safe. When you block that person, they become invisible. Like they never existed on facebook. According to you though.
