Ok i have 2 instagram accounts and none of them are locked and i can do hashtags on one of them but not the other, help?

Locked as in private? If none of them are private them it's just the hashtag.
So when you put hashtags, they're spammers who are liking your photos. If they don't see your photo, the hashtag won't work. It also won't work if you've already used the tag before
