I'm trying to make a public facebook page where I can post my photo edits. People send me pics of their babies, families, and I edit them and put them on facebook. Im trying to make a page, but it's all asking for my payment plan? I tried multiple different page options. After entering all the information, its asking for me to pay. Do I have to pay ???? Im so confused.
When I clicked, create page, it took me to different options , I clicked on brand or product, cause I didnt know which else to choose for just an editing page, then after I filled everything out It asked for money......???? I was able to look at the page but couldnt edit anything or add pics or anything ?

creating a page is free - it just costs money to advertise it - you dont have to advertise it

Create a page for free, In the log in page of FB you may see a option create a page. Through this option you got free FB page

Try that. Also try to write you username and password down so that you can access you page.
